Gross shell structure at high spin in heavy nuclei
Experimental nuclear moments of inertia at high spins along the yrast line
have been determined systematically and found to differ from the rigid-body
values. The difference is attributed to shell effects and these have been
calculated microscopically. The data and quantal calculations are interpreted
by means of the semiclassical Periodic Orbit Theory. From this new perspective,
features in the moments of inertia as a function of neutron number and spin, as
well as their relation to the shell energies can be understood. Gross shell
effects persist up to the highest angular momenta observed.Comment: 40 pages total; 22 pages text, 19 figures sent as 27 .png file
Governance of expedition cruise ship tourism in the arctic: A comparison of the Canadian and Russian Arctic
Expedition style cruise tourism represents a significant proportion of shipping activity across the Arctic. This article compares and contrasts governance structures that manage the cruise sector from case studies located in the Canadian (Nunavut) and the Russian Arctic (Murmansk and Arkhangelsk regions). Analysis of sources, including interviews with key stakeholders, strategic tourism plans, and an inventory of institutional governance reveals that in both these locations there is no central authority to govern the growth of the industry, no specific cruise or yacht management plans, and no site guidelines for highly visited shore locations (other than in protected areas). The article concludes that under current conditions there are significant barriers to supporting development of the expedition cruise sector in both these Arctic regions
Muon-spin-rotation study of the magnetic structure in the tetragonal antiferromagnetic state of weakly underdoped BaKFeAs
With muon spin rotation (SR) we studied the transition between the
orthorhombic antiferromagnetic (o-AF) and the tetragonal antiferromagnetic
(t-AF) states of a weakly underdoped BaKFeAs
single crystal. We observed some characteristic changes of the magnitude and
the orientation of the magnetic field at the muon site which, due to the fairly
high point symmetry of the latter, allow us to identify the magnetic structure
of the t-AF state. It is the so-called, inhomogeneous double-
magnetic structure with -axis oriented moments which has a vanishing
magnetic moment on half of the Fe sites.Comment: 5 pages, 4 figures. Supplementary Material: 8 figure

Robust estimation and forecasting for beta-mixed hierarchical models of grouped binary data
The paper focuses on robust estimation and forecasting techniques for grouped binary data with misclassified responses. It is assumed that the data are described by the beta-mixed hierarchical model (the beta-binomial or the beta-logistic), while the misclassifications are caused by the
stochastic additive distortions of binary observations. For these models, the effect of ignoring the misclassifications is evaluated and expressions for the biases of the method-of-moments estimators and maximum likelihood estimators, as well as expressions for the increase in the mean square error of forecasting for the Bayes predictor are given. To compensate the misclassification effects, new
consistent estimators and a new Bayes predictor, which take into account the distortion model, are constructed. The robustness of the developed techniques is demonstrated via computer simulations
and a real-life case study.Peer Reviewe
